Create internal comments/notes without creating a Dispute

We don't have a method for our users to just create an internal comment or note for an invoice record. Our customers have an interest in the ability to simply communicate with their team in our application at times, but the only current workaround for this is to create a Tenant Dispute.

All of our Disputes that are created, require an email to be sent out. Our customers don't want to send an email to one of their internal contacts but currently don't have the option to not send an email.

Additionally, our customers don't like the workaround of creating a Dispute because it skews their dispute data. They aren't actually disputing anything but rather relaying a message to their team internally



***One suggestion from a customer was to have this internal comment/note sent back into the TMS to avoid having to bring Ops teams into Navix. It was also mentioned that having the message sent back even to Slack would help keep these teams in their normal workflow, while still getting the info that they need to know
